The bill was before the Senate on reconsideration. Senator Kelly moved and asked unanimous consent that he be allowed to abstain from voting due to a conflict of interest. Objections were heard and Senator Kelly was required to vote. The question to be reconsidered: Shall CS FOR SENATE BILL NO. 221(FIN) An Act relating to negatively amortizing loans secured by owner-occupied real property originated under a program approved or sponsored by the state or federal government, including congressionally chartered national corporations pass the Senate? The roll was taken with the following result: CSSB 221(FIN) Third Reading - On Reconsideration YEAS: 18 NAYS: 0 EXCUSED: 2 ABSENT: 0 Yeas: Donley, Duncan, Ellis, Green, Halford, Kelly, Leman, Lincoln, Mackie, Miller, Parnell, Pearce, Phillips, Sharp, Taylor, Torgerson, Ward, Wilken Excused: Adams, Hoffman 1998-02-04 Senate Journal Page 2396 SB 221 and so, CS FOR SENATE BILL NO. 221(FIN) passed the Senate on reconsideration and was referred to the Secretary for engrossment.
